Montenegro’s second-newest municipality, split from Podgorica in 2018 and majority Albanian: a town on the plain below Malesija where the trunk road to Albania doubles as the high street, and the Cijevna cuts a 903-metre canyon into the border behind it.

First mention and the 1485 defter: English Wikipedia on Tuzi. The Venetian episode and Jurko Tuz: Serbian Wikipedia. 1479 is the year accounts of the Battle of Deçiq give for the last previous raising of the Albanian flag. The 1878 Congress of Berlin left this border undefined — the annexation of Tuzi was annulled — and only the Balkan Wars settled it.

The line is the municipality, and it is one of the fastest-growing in Montenegro: 10,000 people in 2003, 12,979 in 2023. The town settlement itself counts 2,846, because MONSTAT counts Karabuško Polje and Šipčanik separately even though the streets run straight on into them — 5,865 together. Tuzi also runs about 4.2 people to a household, the fullest of the 25 municipalities.

The year the flag came back

Deçiq, 6 April 1911: between 3,000 and 3,300 Malësors take the hill south of Tuzi from some 28,000 Ottoman soldiers under Shevket Turgut Pasha. Twelve hours of fighting cost the Ottoman side about 300 casualties.
On the summit of Bratila — Ded Gjo Luli raises the Albanian flag, by these accounts the first time since Shkodër fell in 1479. Some tellings give the raising to his brother Nikë Gjelosh Luli. It was one of three banners the student Palokë Traboini had carried up from Austria; the other two went to Gruda and Triepshi.
Gërçe, 23 June: twenty-two chieftains of six highland tribes sign a memorandum of eight demands — amnesty, their language in the schools, conscription no further than Albanian ground — and send it not to Istanbul but to the Great Powers’ representatives at Cetinje.
4 August — the rising ends, and by bargain rather than defeat: an imperial amnesty in June, then officials promising most of the eight. Within two years the Balkan Wars fix this border, Tuzi is in Montenegro, and the hill it fought over gives the town’s football club its name.

The words are attributed to him by later memoirs of men who were there when the flag went up on Bratila; accounts of the battle date the previous raising to 1479 (English Wikipedia, Battle of Deçiq and Tuzi).

Serbian Wikipedia, citing the Venetian records: the katun came under the Republic in 1416–1417 on very light obligations. Its headman in 1417 was Jurko Tuz.

Flija

Thin batter laid on in layers, each one set under a hot lid before the next goes on, until it comes out as a pale striped disc you pull apart by hand. The municipality’s own list of local food gives it as flije, beside burek, tolumb, baklava and urmašice.
