Topla is the stretch of Herceg Novi that runs west from the old core, and the Šetalište Pet Danica promenade passes directly below the building. Bolivar beach is the closest place to swim: concrete bathing terraces and ladders dropping into water deep enough to stay properly clear, with a café or two for coffee between swims. From here the promenade continues for kilometres in both directions, east past Meljine and Zelenika, west into Igalo, so most of what you will want to do begins with a walk rather than a drive. Boats criss-cross the strait all day, and the entrance to the Bay of Kotor is close enough that you can watch cruise ships line up to pass through it.
Behind the waterfront, Topla is an ordinary working quarter: bakeries, a fish and produce market, the bus station, small shops that stay open late in summer. Ten to fifteen minutes east on foot brings you to the stairs up to Belavista square, the clock tower gate and Forte Mare, where the town keeps its cafés, its evening crowd and its summer concerts in the Kanli Kula fortress. Summer nights are long and warm here; February brings the mimosa, when the hillside above the promenade turns yellow and the town throws its festival.
