
Topla is the flatter, greener district immediately west of Herceg Novi's old town, a residential quarter of villas and gardens along Njegoseva, close to the schools, the market and the hospital, with the sea a short walk downhill. It is where the town does its ordinary business, which makes it a comfortable place to stay rather than a scenic one, and the trade-off is worth it, because you sit between the two things most visitors come for. East is the historic core. West is Igalo.
Down at the water, the Pet Danica promenade runs several kilometres along the coast past bathing platforms, small pebble beaches and a string of cafes, connecting Topla to Forte Mare and the old town in one direction and to Igalo in the other. Reaching the centre means climbing, since Herceg Novi is a town of staircases, and the reward at the top is Kanli Kula, the Ottoman fortress now used as an open-air stage, and the clock tower gate onto the main square. Igalo's Mediterranean Health Institute, ten minutes west, still treats visitors with the sulphurous sea mud from the shallows in front of it, and Savina monastery stands among cypresses on the far side of town.
