Blue Horizons: 350 metres of fine pale sand in the sheltered Pržno bay on the south coast of Luštica, shallow a long way out and backed by pines — the largest sandy beach in Tivat municipality.
Our verdict
Plavi Horizonti is the sandy exception on a pebble coast: a horseshoe bay of fine pale sand that shelves so gently that small children can stand a long way out, with pine woods behind, loungers at €12–15, a bar and restaurant, showers and a paid car park. The Tivat Tourism Organisation calls the bay Pržna and our Tivat page calls the beach "the pick" within half an hour of the town. It is a family beach first, and on a July weekend it is Tivat’s family beach — the car park and the narrow road across the peninsula, not the sand, set the limit.

Know before you swim
- The road across Luštica is narrow and winding and the car park (€3–5) fills on summer weekends — our Krašići guide says to check current access arrangements before you set out
- Water sports run from the beach in summer — keep children inside the swimming zone
- The bay opens south-west to the open Adriatic: an afternoon sea breeze raises a chop even when the morning was flat
- The pines shade the back of the beach, not the water’s edge — the sand is hot by noon

- Yes — fine pale sand, which is rare on this coast, and a bottom that stays shallow a long way out. Our Tivat page and OpenStreetMap both record it as sand.
- Is Plavi Horizonti in Tivat or Herceg Novi?
- Tivat municipality — the Tivat Tourism Organisation lists Pržna bay as the largest sandy beach in the municipality — but physically on the Luštica peninsula near Radovići, about 30 minutes by car from Tivat centre.
- What is the bay called?
- Pržno (Pržna) is the bay; Plavi Horizonti, "Blue Horizons", is the beach and the name on the signs. It is not the Pržno near Budva.
