DVARP’s project record is the clearest dated source. It classifies Lago di Monte as a leisure design developed from 2015 to 2017, with a programme of hotel, spa, event centre, villas and recreation. The page names the design team and says the client already owned the location when work began. It specifies 105 hotel units, eight villas and 300 beds, plus a conference centre intended for more than 300 people.
Those are meaningful facts about the commission. They are not evidence that 105 rooms were built, classified or opened. The verb “designed” matters. The earlier version of this article converted the programme directly into present-tense guest facilities; that inference has been removed.
The project website sets out a similar concept: contemporary architecture shaped around views and terrain, with a hotel, villas, spa, conference space, restaurant, equestrian club, play and sports areas. It frames the destination for wellness, families, adventure, corporate events and weddings. That is a wide development brief, not a current list of services available to a paying guest.
The older planning record is permission context, not an opening notice
A government-hosted response to comments on the special-purpose spatial plan records a proposal for an eco settlement or eco-lodge hotel in the Pošćensko Lake zone. The response accepted a location, guidelines and urban parameters within planned tourism capacity and stated 300 tourist beds. It links the scale in the design narrative to a planning process.
It does not function as a building-completion certificate, hospitality approval, environmental-performance audit or hotel classification. Planning acceptance answers whether a concept can be addressed in a plan; it does not establish that construction was completed or that guests can lawfully check in. What the official record says about Pošćensko Lake
Montenegro’s 2024 register of significant waters provides a better factual base than the promotional copy. It places Pošćensko Lake in the Pašina Voda settlement of Žabljak municipality, 150–200 metres east of the Nikšić–Žabljak road, inside Durmitor National Park. The coordinates are 43°05′27.9″N, 19°06′33.6″E and the recorded elevation is 1,488 metres.
The same register gives an area of 0.025 km², shoreline length of 0.70 km, average depth of 1.0 metre, maximum depth of 3.6 metres and volume of 15,000 m³. It also warns that two much smaller nearby water bodies share the Pošćensko name, which can cause confusion. These are lake data, not resort specifications.

UNESCO’s World Heritage description says the Durmitor property was extended in 2005 to coincide with national-park boundaries. It identifies control of development as an overarching management need and specifically flags rapid resort expansion as a concern. The park’s management plan likewise lists Pošćensko among its significant glacial lakes and identifies infrastructure construction as a threat requiring control.
In 2025, the World Heritage Committee again addressed tourism infrastructure, noted current threats including unplanned construction and high visitor numbers, and requested continuing protection work. This does not decide the legality or status of Lago di Monte. It explains why “eco” cannot be accepted as self-proving in this setting. A credible operating project would need transparent approvals, boundaries, construction status and measured environmental performance.

The live public query used for this review returned 811 Žabljak records but no exact object name “Lago di Monte.” A missing exact-name result is not absolute proof of non-operation: a facility might use another legal or trading name, and public data can lag or contain inconsistencies. It is nevertheless a serious verification gap for a website calling the project a four-star resort.
The project website remains reachable and supplies a concept description and contact details.
