The true summit of Lovćen, a hundred metres above the mausoleum that everyone drives to and almost nobody walks. On a clear winter day the view runs from the Adriatic to the Albanian Alps, which is the whole geography of the country in one turn.
The honest part
There is a transmitter on top, so the summit itself is not the picture; the view is. It is much colder up here than in Kotor, an hour below — the mean January daytime high on this summit is about freezing while the bay stays in double figures.
When to come
Any month it is reachable. The roads up from Kotor and Cetinje can close in snow, and there is no reliable snow record for this ridge.

The reanalysis puts Štirovnik at 1,700 m with a coldest-month daily high of 0.1 °C, and then reports a deepest snow depth of 17 cm across 10 winters. Both cannot be true.
