Calling it only an “old fishing village” misses the place visitors meet in 2026: restaurants, apartments, managed beach sectors and summer foot traffic share a compact shoreline with a site designated as a commercial and communal mooring in a 2025 plan. That mix is the reason to stay—or the reason to visit early and sleep elsewhere. The village gives direct access to the eastern end of Bečići Beach, a useful position between Budva and Sveti Stefan, and a waterfront where distances are short. Orient yourself: Bečići west, mooring centre, Kamenovo east

Budva’s tourism organisation describes Bečići Beach as about 2,000 metres long and roughly 99,000 square metres, extending from Zavala to Cape Đevištinje. Those are destination-manager approximations rather than survey figures, but they explain the geography: Rafailovići occupies the compact eastern end, not a separate remote bay. The same official page says a shoreline promenade runs toward Budva Old Town in one direction and Kamenovo in the other.

Think in three zones. To the west, the waterfront opens along Bečići, with larger beach areas and hotel frontage. At the centre, the route compresses beside restaurant terraces, small craft and shore operations. Eastward, the path bends around rock toward Kamenovo Beach. A map may draw this as one clean line, but a visitor experiences changing widths, surfaces, crowd levels and boundaries.

Is Rafailovići still a fishing village?

There is a firmer answer than either nostalgia or dismissal. Morsko Dobro’s 2025 plan for ports, moorings and anchorages lists Rafailovići as a commercial and communal mooring. Its schedule records a 65-metre solid operational shore, 130 square metres of operational land and 3,750 square metres of water area. It also provides for space connected with first landing and sale of catch, plus measuring equipment. This is dated administrative evidence about the planned/designated use; it does not verify 2026 operations.

It does not prove that fishing boats land every morning, that visitors can buy from a public market, or that a restaurant’s fish came from the craft outside. Those are separate claims and need separate evidence. Budva’s tourism organisation also documented a fishing-themed public event in Rafailovići in 2019, showing that the fishing identity remains part of local cultural presentation. An old festival notice, however, cannot establish the daily economy seven years later.

The careful description is therefore a resort settlement with a mooring documented in a 2025 plan and a fishing heritage. If you see nets, small craft or handling activity, keep the space clear, do not board boats, and never assume a moored craft offers excursions or sales.

Bečići Beach is not one uniformly managed beach. The tourism organisation explicitly says it is divided among hotel and public bathing areas, while Morsko Dobro’s Budva contract register lists multiple coded sectors. Rafailovići entries include 15D and 16A; neighbouring Bečići has other codes. This matters because loungers, free zones, operating responsibility, equipment, posted restrictions and assistance belong to a particular managed section.

Before settling, photograph the sector sign. Confirm the operator, displayed tariff, included equipment, payment method, closing time and the position of any free-use area. Do not infer that yesterday’s arrangement applies one section farther along. If you need a lifeguard, step-free access, a toilet or a shower, verify that exact facility on that exact sector; a beach-wide description is not enough.

Clear-looking sea is not a sanitary test. Morsko Dobro operates a live bathing-water portal that lets users inspect monitored locations and recent samples. A 28 August 2026 release reported national proportions across 114 locations—73.7% excellent, 15.8% good, 8.8% satisfactory and 1.8% poor—but those percentages cannot be assigned to Rafailovići. They are useful only as evidence that results vary and that exact-site checking matters.

Rafailovići has many waterfront menus, but proximity to boats does not establish origin. “Fresh,” “local,” “wild” and “daily catch” answer different questions. Before ordering whole fish sold by weight, ask what species it is, where it was caught or farmed, whether the displayed weight is before cooking, the price per kilogram, the likely total, and whether preparation, bread, sides or service are separate. Confirm the final choice and weight before it reaches the grill.

For allergies, name the ingredient and cross-contact risk rather than asking only whether a dish “contains seafood.” Kitchens handling fish, shellfish and shared grills may not be suitable for a severe allergy. Before the cancellation deadline, request the exact unit or stack, entrance route, lift status, quiet hours, glazing, air-conditioning, parking arrangement and distance to the nearest legal vehicle drop-off. Ask whether the quoted view is full, lateral or visible only from a balcony corner.

Read construction records as records, not completion certificates

Municipal documents are useful precisely when read conservatively. Budva’s 2025 programme proposal references reconstruction or construction of a sewer network and pumping-station infrastructure in Rafailovići, and the municipal permit register also references local utility works. These records show that infrastructure has been an active planning and permitting issue. They do not show that every component is finished, that a particular street will be unaffected during your stay, or that no outage can occur.

In the afternoon, use shade and avoid treating a long, exposed promenade as effortless in peak heat. Before sunset, choose whether to dine in the village or continue toward Budva. If returning after dark, confirm lighting, the live bus plan and a taxi fallback first.
