Then match the location to the rest of the night. Podgorica: the strongest pub cluster

The city tourism organisation identifies Hercegovačka, Njegoševa, Bokeška, Rimski trg and Capital Plaza as nightlife concentrations. That makes Podgorica the easiest base here for comparing several places on foot, but it does not mean every pair of venues is adjacent or that a route stays busy all night. Welder Pub: a full central pub

Welder’s official page places it at Bulevar Ivana Crnojevića 99, supplies a direct number and describes food, events and reservations. It currently publishes a later Friday-and-Saturday close than on other days. Treat that schedule as a same-day lead, not a promise: private events, holidays and local rules can intervene. Choose it when the group wants a full pub rather than a small tasting room.

PG Akademija Piva: the beer-led alternative

The same official guide lists PG Akademija Piva at Moskovska 2-9, along with direct contact and web details. Its listing makes it the beer-focused alternative in this shortlist; it does not prove that every advertised beer is on tap. Ask what is actually pouring, the serving size and price before ordering a flight.

Kotor: choose wine, not a late-night promise

A current specialist directory places Old Winery on Zanatska Street near the River Gate and describes local and regional wines served by the glass or bottle. That is sufficient for a planning lead, not a guaranteed schedule or tasting. Contact the bar if a tasting matters, and ask whether it is guided, what is included, which language is available and whether food is part of the price.

The setting is pedestrian but not automatically accessible. Stone paving, thresholds, tight lanes and crowded outdoor tables can change the route. Budva: two different starting points

Casper and Hemingway are not interchangeable. Casper’s current listing describes an Old Town gastropub combining cocktails, coffee and evening music, making it a conversation-led start inside the walls. Hotel Majestic’s page places Hemingway at Slovenska Obala 11, steps from the Old Town, and presents it as an all-day bar-restaurant. It publishes distinct weekday and weekend hours. Choose it as a structured coffee-to-evening meeting point rather than for a club night, and confirm the kitchen cutoff separately from the bar.

Tivat and Luštica: wine terrace versus beach bar

Porto Montenegro’s page describes Crush Wine Station as an outdoor terrace overlooking Jetty 1, with a rotating selection by the glass and organised tastings. Choose it for wine range and marina setting. Ask whether a tasting is scheduled, whether a reservation or minimum spend applies, and what changes in poor weather. Reconfirm the posted hours for your date.

Luštica Bay’s current dining directory lists The Rok Beach Bar for drinks, food and sunsets. That makes it the shortlist’s deliberately seasonal, weather-sensitive choice. Confirm the day’s operation, road or shuttle access, table policy, beach access and return transport. It is not in central Tivat, and a sunset arrival can become a difficult departure if the driver starts drinking.

Time the evening around place, not just closing hours

In Podgorica, begin with dinner or an early pub stop, then walk only between entrances you have already pinned. Kotor and Budva reward an earlier arrival because their Old Town lanes are part of the evening, while peak-season tables become harder to find later. In Tivat, allow time to walk the marina before a wine reservation. For The Rok, treat sunset, weather and the return journey as one plan rather than three separate decisions.

A published closing time does not tell you when the kitchen stops, when music begins or when a venue takes its final order. Ask all three questions directly. If the group wants conversation, arrive before the busiest period and request seating away from speakers. If live music is the priority, confirm the performer, start time and whether there is a cover or minimum spend. Keep a backup nearby so a weather change, private event or full terrace does not derail the whole night.

Three older bar names to confirm before travelling

The Black Sheep appears in an older Tivat gastro guide, while Cinema Bar in Ulcinj and a venue written as Pub Goth or Got also circulate in older recommendations. Do not make a dedicated journey for any of the three without finding a current venue channel and receiving direct confirmation of the exact location and opening. Practical same-day bar check

Use one direct message or call to confirm five things: opening and final orders; exact programme and start time; reservation, cover or minimum spend; payment methods; and a usable entrance if mobility matters. Ask whether the kitchen closes before the bar. For a beach venue, add weather operation, beach access and the last realistic ride home. For a wine tasting, ask number and size of pours, food, language and duration.

On arrival, read the menu before ordering and confirm the unit: glass, small beer, large beer, measure or bottle. If a recommendation is vague, state a budget and taste preference. Alcohol, age and the safe return

Current consolidated Article 91 prohibits hospitality businesses from serving alcohol to anyone younger than 18 and requires a visible notice. Carry accepted identification; an age rule does not oblige a venue to accept every document or admit every guest.

Do not turn a legal blood-alcohol threshold into a drinking allowance. Montenegro Police renewed its “When I drink, I don’t drive” campaign in August 2026. In the first 48 hours after new road-safety amendments took effect, police reported detaining 26 drivers for alcohol-impaired driving. The practical rule is simpler: if the driver drinks, the vehicle stays. Pre-book a licensed taxi or sober driver, save the pickup pin, share the plate with the group and keep enough battery and money for a changed plan.

If someone is unresponsive, breathing abnormally, repeatedly vomiting, injured or unsafe, call 112. Give the venue name, town, nearest landmark and the person’s condition; do not leave them alone.
