Montenegro is small, but choosing the wrong airport can add an hour of winding coastal road — or a border queue — to the start of your trip. The country has two international airports: Tivat (TIV), minutes from the Bay of Kotor, and Podgorica (TGD), the capital's better-connected year-round hub. A third option, Dubrovnik (DBV) just over the border in Croatia, is often cheaper to reach from northern Europe and sits about an hour from Herceg Novi. Here is how to pick the right one for 2026, and how to get from each to the coast.
The two Montenegrin airports at a glance
Tivat (TIV) sits right on the Bay of Kotor and is the closest gateway to the classic coastal towns. It is intensely seasonal: a compact terminal that swells with summer charter and low-cost traffic, connecting to around 50 destinations during the 2026 summer season. It handled over 1.1 million passengers in 2024, up 32.5% on the year before. If you are heading to Kotor, Budva, Tivat itself or Herceg Novi between May and September, TIV is almost always the answer.
Podgorica (TGD) is the capital's airport and the country's year-round workhorse. It carries the scheduled network — national and legacy carriers, more winter routes, and business links — so it is the practical choice off-season or if you are touring inland (Podgorica, Lake Skadar, the northern mountains). It is farther from the coast, but the drive is fast dual-carriageway for much of the way.
The Gulf-investment upgrade context
Both airports are entering a major modernisation phase. The government has run a long-term concession tender to overhaul them, with the preferred bidder proposing a new terminal to handle up to 3 million passengers a year by 2030, backed by an initial €132 million investment across both sites. Gulf connectivity is expanding in parallel: Flydubai serves Tivat from Dubai while Flynas links Riyadh directly to Podgorica. Expect more capacity, more direct long-haul feed, and — during construction — occasional terminal disruption.
Flying into Dubrovnik and driving over
Croatia's Dubrovnik airport frequently has cheaper and more frequent flights from the UK and northern Europe than either Montenegrin airport, which is why many Bay of Kotor visitors use it. The road distance to Kotor is about 71 km, roughly a 1½-hour drive — but that crossing includes the Croatia–Montenegro border, which can add substantial time in peak summer. Herceg Novi, the first town inside Montenegro, is closer to an hour away.
Weigh the trade-off honestly: a cheaper Dubrovnik fare can be erased by a long border wait on a July afternoon and the surcharges most rental companies levy for taking a car across the frontier. If you land at DBV, book a private cross-border transfer or hire a car with explicit permission to enter Montenegro, and carry the green card insurance document.
Getting from Tivat to the coast
Tivat's proximity is its whole appeal. To Kotor it is only about 7–10 km, a 15-minute taxi from around 55–60 €. To Budva it is roughly 23–25 km, about 45–55 minutes by road. To Herceg Novi, across the bay, count on around 54 km and a fixed transfer near 65 € for up to three people.
- Taxi: Metered airport taxis are easy but pricier than street cabs — expect a landing fee of around 2 € plus roughly 1–1.25 € per km. Agree a fixed price before you set off.
- Pre-booked transfer: The least stressful option, with a fixed fare and a driver waiting at arrivals. Worth it for late flights or larger groups.
- Bus: Budget travellers can walk out to the main road and pick up public buses toward Kotor, Budva and Bar; the fare to Budva is roughly 4 € per person. There is no bus stop inside the terminal itself.
- Rental car: All major agencies are on site. Ideal if you plan to explore the bay, Lovćen or the interior — but parking inside Kotor's old town is limited, so check with your accommodation.
Getting from Podgorica to the coast
Podgorica is farther out but still very manageable. To Budva it is around 65 km via the fast Sozina tunnel route. To Kotor reckon on about 86 km and 1 hour 45 minutes.
- Taxi / transfer: A car to Kotor typically runs around 80–90 € one way; a private sedan to Budva is similar. Fares to the coast are often quoted as fixed year-round rates.
- Bus: There is no direct airport-to-coast bus. Take a short taxi to Podgorica's main bus station, then a frequent intercity coach — the Podgorica–Budva run is among Europe's cheapest, from about 3–5 €. Allow up to three hours door to door.
- Train: A scenic rail line links Podgorica to Bar on the coast, a good budget option if your base is in the south.
- Rental car: Best value if you are combining coast and inland — the highway north and the run to the beaches are both quick from here.
Which airport should you choose?
- Bay of Kotor (Kotor, Perast, Tivat): Fly into Tivat in summer; consider Dubrovnik if the fare is far cheaper and you can stomach the border.
- Budva and the central coast: Budva is well served by both — Tivat in season, Podgorica year-round.
- Herceg Novi and the bay's western shore: Herceg Novi is closest to Dubrovnik, then Tivat.
- Capital, Lake Skadar and the mountains: Podgorica, no contest.
- Off-season (October–April): Podgorica, which keeps far more year-round routes while Tivat winds down.
