Montenegro · Bay of Kotor
A naval hamlet reborn as Portonovi — the bay’s youngest address, where the fleet’s hangars stood.
Kumbor is a seaside settlement on the Herceg Novi riviera, set along the narrow strait where the open Adriatic meets the inner Bay of Kotor. It is best known today as the home of Portonovi, a substantial luxury waterfront development built on the site of a former naval base, anchored by a One&Only branded resort and a smart marina. The resort sits at the sheltered entrance to Boka Bay, framed by mountains and pine, and brings fine dining, a spa and a private beach to a stretch of coast that was, until recently, far quieter.
A few hours
An hour covers both Kumbors — the village and the resort barely touch.

What things cost in Kumbor
The most expensive square metres in the Boka; the old village behind stays normal.

Meanwhile, in 1918
Kumbor, February 1918: sailors of the Austro-Hungarian fleet anchored across these waters raise the red flag — the Cattaro mutiny, one of the war’s great naval revolts, is put down in three days.
The bay — four ringleaders are shot at Škaljari; within nine months the empire whose fleet this was ceases to exist.
The front — the same month, the Brest-Litovsk talks take Russia out of the war.
Vienna: Klimt dies in the influenza year; the old world is closing.
A century on — the same deep-water quay moors charter yachts. The hangars are a beach club.
“For a century Kumbor meant hangars, torpedo boats and no entry. The gates are gone; the deep-water quay now moors yachts where the fleet tied up.”

Kumbor is a village on the Herceg Novi Riviera, on the northern shore of the Bay of Kotor between Djenovici and Igalo. It lies about 6 km from Herceg Novi and is best known today as the location of the Portonovi resort and marina.
Portonovi is a marina and resort development built at Kumbor on a former naval base, with berths for large yachts, a One&Only hotel, an Espace Chenot wellness spa, and a promenade of restaurants and shops. It transformed the village into the upmarket end of the riviera.
Yes, pebble beaches and bathing platforms along the shore, plus the managed beach club within Portonovi. The bay water here is calm and clear, and the public stretches remain free and easy to reach from the coastal road.
About 6 km, roughly ten minutes by car and a little more by the frequent coastal bus. Igalo lies between the two, and the Kamenari ferry to Tivat is around ten minutes in the other direction.
It depends entirely where you stay. Portonovi is among the most expensive addresses in Montenegro, while the surrounding village keeps ordinary private apartments and konobas at normal local prices — the two sit side by side.
Walk the riviera promenade, swim from the pebble beaches, look around the Portonovi marina, take a boat into the bay or to the Blue Cave, and use the village as a base for Herceg Novi, Perast and the Luštica peninsula.

The local plate
Portonovi’s morning ritual: eggs, burrata and bay-view coffee where torpedo boats once fuelled. For the honest version, the konobas of old Kumbor village still do rakija and smoked ham a street inland.
